The Birmingham News, and most other major newspapers, editorialize ad nauseam about the need for more local autonomy. They don’t like the 1901 constitution’s restrictions on local governments. (Read they don’t like the fact local governments can’t raise taxes as easily as they would like.) What type of governments do they want to have more powers? This kind. The kind that spends $1.5 million on accounting software, and $7 million to implement the software—only problem is that the software can’t add.
